He is a retired IAS officer with an experience of about 38 years in senior management positions in the Government. A post-graduate in Civil Engineering from IIT Delhi, he has worked as Secretary to the Government of India and Chief Secretary of Himachal Pradesh. He has authored a book ‘Land Registration: Global Practices and Lessons for India Land’. He has extensively studied land administration systems in India, Europe and America. He has been awarded M. Phil. in Public Administration by Panjab University.
Has headed the ‘Expert Committee on SVAMITVA Scheme’ constituted by the Ministry of Panchayati Raj, Government of India to advise on the implementation of SVAMITVA Scheme. He is frequently invited by educational institutes to deliver lectures on Land Administration and Property Law. Has been speaking at conferences and seminars as a Land Administration Expert. His articles on various subjects related to Land Administration have been published in newspapers and journals.
